Development of a dedicated Compliance Testing program of the required technical capabilities of Power Generation Modules (PGMs) based on the framework guidelines of the Relevant System Operator (WOS). The (detailed) Testing program shall take into account the type of PGM determined based on four key criteria – net achievable power, voltage level at the point of connection, mode of operation in the power system and location of the connection, as well as the characteristic guidelines included in the test procedures for power generation modules specified by the Relevant System Operator (DSO or TSO). PGMEX supports the owner of the power generation facility in the process:
Develop and submit to the WOS a preliminary plan for performing compliance testing
Development of a detailed program based on the outline program
Agreeing the detailed program with the WOS
Appropriately tailored test programs are also required in the process of confirming compliance in the event of loss of certain capabilities of an existing PGM or its significant modification (including modernization) affecting technical capabilities (e.g., replacement of all or part of the equipment, installation of new equipment, which are essential components of the PGM, as well as overhaul or re-parameterization of the syPGM). Also tested to a limited extent are cases of so-called cable-pooling (sharing of a connection between an existing and a new set of equipment), installation of electricity storage as a component of a PPM operating in a dependent manner, installation of consumer equipment operating in a dependent manner within a PGM (e.g., electrolyzers, thermal storage, fuel cells, etc.).
Compliance Simulations involve the testing of specific technical capabilities of Power Generation Modules (PGMs) resulting from their type (PPM, syPGM, Marine PPM) and type (A, B, C, D) and are an alternative or complementary way to the Field Test to demonstrate PGM capabilities. Compliance simulations are carried out using specialized software to model the static and dynamic operation of a PGM connected to the network of the Relevant System Operator (WOS). At the request of the WOS, the owner of the generation facility is obliged to provide simulation models in accordance with the Universal Network Data Exchange Standards (CGMES).
PGMEX provides comprehensive support to the owner of the power generation facility in the process:
- Develop simulation models for PPM-relevant components
- Development of comprehensive models for PGMs
- Develop dependent models of several PGMs connected downstream of a specific network node (aggregation)
- Confirmation of compliance based on simulation of specific network states
Compliance Tests are used to confirm specific technical capabilities of Power Generation Modules (PGMs) resulting from their type (PPM, syPGM, Marine PPM) and type (A, B, C, D). Tests are carried out on the basis of Test Programs under conditions that allow unambiguous evaluation of the results. Compatibility tests (Full Tests) include testing the PGM response to a simulated grid disturbance signal and to a given control signal. The tests are carried out after the Test Program is agreed upon in accordance with a schedule designed to determine first the amount of net achievable power (Pmax), and then the capacity dependent on it (LFSM, FSM, Q/Pmax). The tests are carried out in the presence of representatives of the WOS (conditional), the owner of the power generation facility and an expert company. Observation of the test can take place locally or remotely (conditional). The condition for obtaining the final operating permit is a positive result of all Compliance Tests confirmed initially during the observation and finally as part of the test report submitted to the WOS.
